Meaning of state, citizen and contract:
Every state flourishes out of a due fulfillment of the promises made by the state and its citizens. If either of the sides fails to fulfill the promise it creates dissatisfaction and ultimately ends up with a vicious circle. To make a state there need to a plot of land/island with its boarder to the sea or other states, couple of thousands of people living in there, a bunch of rules that says do’s and don'ts in the form of constitution and also other laws, written or unwritten, a ruler as a king/queen or seikh or a prime minister or president with some aides, autocratic or democratic, elected, selected or inherited. Inside a state are living the citizens. Citizens of any state are the human beings who are mostly born and living in that state or in some cases born else where but are now living in that state or may also be borne in that state but now are living else where in other states. Those who agree to abide by the laws and rules of that state and appreciate the cultural economic, political, social and overall systems of that state. If they do not fully accept such systems, they may choose to come up with better alternative systems in a healthy and responsible way. However, any such alternative will again be influenced and based on the old phenomenon's systems. What binds a citizen with a state is a contract. When a citizen subscribes a states citizenship, he/she agrees to bind by the rules thereof. For example, if a citizen earns an income, he/she will have to pay taxes. On the other hand, the state will have to provide security, basic civil services etc. to the citizen in return of the promise fulfilled by a citizen in the form of paying tax. State offers considerations to the citizen in exchange of the considerations offered by citizens to the state. This very exchange of considerations and fulfillment of promises creates a binding relation between citizens and state, that is a contract.
Economic and emotional contract:
What a state has to give to its citizens may include two types of considerations, i.e. economic and emotional. Any offer by state in the form of economic value is an economic consideration. State compensates senior citizens, physically challenged, marginalized out of access, ethnic, poor women, children etc some   support in the form of allowance. State also provides physical facilities like telecommunication, information, roadways, railways, waterways, airways, water supply, sanitation, electricity and other powers and more. All these facilities come not in the form of s money but they do certainly have money value. The state might be providing them all by the state itself or might just be regulating in all these sectors and making private sectors provide them all to the citizens. Whoever may be providing them, in fact state has the main role to play. Even if the citizens are charged for such facilities, it's really an economic consideration what a state gives and citizens receive. There are emotional considerations also a state is supposed to or expected to give to its' citizens. They may come in the form and by way of recognizing as a citizen, teaching and nurturing cultural values, supporting morally in hard times, defending or protecting when charged by aliens, rewarding and awarding whenever they perform wonderful, creating a conductive environment for every talent to prosper, keeping the states repute always up in the world so that the citizens can feel proud to be there. All these emotional consideration have no monetary values but are far more important than any monetary supports offered by the state.
     Since it is a contract between a state and citizens they are here not only to enjoy the benefits from the state, should also think what they are giving to the state in return. If not, there will be a breach of contract from the side of citizens. Again such consideration may be economic or emotional. Any tax, levy, duty, charges, fees paid to the state and its' agencies are economic considerations. Protecting national interest, guarding nation's boarder, respecting and abiding all the rules and laws of state, proudly claiming as a citizen of that state in international level, promoting the state, doing every deed keeping national interest in center are  some of the emotional considerations a citizen can always offer to a state. Contract between a citizen and a state may be emotional or economic depending up what they give and get. It is mostly a mix of both, at least expected to be.
Express and implied contract:
Express means clearly stated in words spoken or written. Implied means things that can be understood looking at certain act or behavior. A citizen applies to get a citizenship certificate implies that he/she promise to abide by the provisions of the constitution and other laws of that state. If a citizen agrees to serve as a civil servant he/she expressly agrees to perform duties as per rule thereof. Whether it is an express or implied promise both the parties, state and citizen are equally liable to perform their side of promise.
Fulfillment and consequences of non - fulfillment:
Every contract is entered in to with an objective and intention to perform in due on or before fixed time. If no time is provided then at a reasonable time. If a citizen is suffering from an epidemic disease, it's the duty of a state to provide an immediate medical service that is what a state his promised while granting him/her a citizenship certificate. If a state is in crisis a citizen must provide his body, soul and any financial help then and there. These are the implied promises which need to be fulfilled at due time. Non payment of taxes, dues, charges etc. is non fulfillment of promises from the side of a citizen. Not providing security is again non fulfillment of promise from a state. These acts cause in to breach of contract. When there is a breach from one side, other side has an automatic right to make the contract void meaning he/she may also not perform or fulfill the promise. Unlike business contracts, simply because state didn't fulfill it's promises, a citizen can not betray from his/her duties. It is other way out, go fulfilling your promises and then claim your rights. This is how a state can survive and prosper.
Chicken and egg theory:
What came first chicken or egg? There has always been a debate. An unsolved mistery. We never bother to see the effect or consequence but always think of process. Why so? Why we need all that? We have got chicken and egg both today. This is more important than what came first. There has always been a fight between a state and its citizens. State says citizens are not fulfilling their promises, economic and emotional, express and implied. That's why the states can not or do not fulfill the promises. We can take an example of a very common issue worldwide. Everywhere, people are trying to skip or reduce tax liabilities, pay less taxes. They have a say that where does our money go? If the state is taking money from us as taxes' why does not it provide us facilities? If not, why should we pay taxes? On the other hand the state goes saying, if you don't pay tax, how can we provide such facilities? Question comes, what should happen first? Who should act first?  citizen or state. One of them must come up first and break a vicious circle. If citizens fulfill their promises first they will have all the rights whatsoever to claim for their benefits. This is how a state can flourish and automatically citizens also flourish. It will create a whole positive and productive cycle.
